FY 24 Community Project Funding Requests

Project Name: Fentress County Helipad
Request Amount: $350,000

Explanation of Request: The project is an appropriate use of taxpayer funds because it will enhance the capabilities of the emergency department in Fentress County, Tennessee.

Explanation of Request: The project is an appropriate use of taxpayer funds because it will enhance the capabilities of the emergency department in Fentress County, Tennessee. 
 
 
Project Name: Scott County Outpatient Diagnostic Center
Request Amount: $5,000,000
Intended Recipient: Mountain People's Health Councils, Inc.

Explanation of Request: The project is an appropriate use of taxpayer funds because it would be used to provide MRI, mammography, bone density testing, ultrasound, and general x-ray services. 
 
 
 
Project Name: Donelson Station Improvements
Request Amount:  $3,000,000
Intended Recipient: Regional Transportation Authority of Middle Tennessee
Address of Recipient: 430 Myatt Drive, Nashville, Tennessee 37115
Explanation of Request:  The requested public funding would be to upgrade Donelson Commuter Rail Station to support a full, multi-modal transit center incorporating up to 6 bus boarding bays, various rideshare activities, transit employee break facilities, and enhanced bus access. The project will serve broad mobility goals by improving access to transportation.
 
 
Project Name:  Peyton Road Widening
Request Amount:  $4,500,000
Intended Recipient: City of Lebanon
Address of Recipient: 200 North Castle Heights Avenue, Lebanon, Tennessee 37087
Explanation of Request:  This project would widen Peyton Road which connects the flow of traffic from Interstate 40 to the James Ward Agriculture Center. This would help solve traffic problems to and from the Agriculture Center which experiences hundreds of thousands of visitors during the annual state fair.
 
 
Project Name:  Gateview Elementary Road Extension
Request Amount:  748,855.50
Intended Recipient: City of Portland
Address of Recipient: 100 South Russell St, Portland, Tennessee 37148
Explanation of Request:  Gateview Elementary is located off State Route 52E. Traffic congestion is a safety issue. The City of Portland, TN seeks to extend Gateview Dr to Payne Rd to create an outlet/entrance. The City received a state exemption allowing for a school zone due to traffic safety, but the amount of traffic requires a secondary entrance/outlet for the safety of students, parents, and teachers.
 
 
Project Name:  Marina Street Bridge
Request Amount: $1,665,400
Intended Recipient: Nashville Department of Transportation
Address of Recipient: 750 S. 5th Street, Nashville, Tennessee 37206
Explanation of Request:  The Marina Street Bridge, located over Ellington Parkway has been an important connector for two primary first-ring neighborhoods in Nashville that had been divided by the construction of the major parkway in the late 1960s. The bridge is in a state of disrepair and desperately needs fixing.
 
 
Project Name:  Tennessee Tech University Parking Garage
Request Amount: $6,500,000
Intended Recipient: Tennessee Tech University

Explanation of Request: The construction of a new garage will allow Tennessee Technological University to improve student/faculty/staff mobility corridors around campus using an improved busing system, and will provide a central terminus location for members of the university community to access the City of Cookeville using the Upper Cumberland Human Resource Agency’s Public Transportation System.
 
 
Project Name:  Upper Cumberland Regional Airport Hangar
Request Amount: $5,635,600
Intended Recipient: Upper Cumberland Regional Airport
Address of Recipient: 750 Airport Rd, Sparta, Tennessee 38583
Explanation of Request: This funding would be used to renovate an existing hanger and repurpose and move an existing hanger. The Upper Cumberland Regional Airport has 1200 jet operations per year and is in the top 10 of general aviation airports in the state for jet traffic. 
 
 
Project Name:  Facility Improvements Needed for James Ward Agriculture Center
Request Amount: $1,500,000
Intended Recipient: Tennessee State Fair Association

Explanation of Request: The James Ward Agriculture Center is in much need of an additional tie barn to accommodate livestock entries. Livestock are introduced to the public who are educated on how to raise them. The James Ward Agriculture Center utilizes livestock exhibits to provide opportunities for individuals to learn about different breeds of animals and techniques used in animal breeding and husbandry.
 
 
Project Name:  Highway 127
Request Amount: $47,430,000
Intended Recipient: Tennessee Department of Transportation

Explanation of Request: The project consists of reconstruction of 3.5 miles of roadway as a 2-lane facility with paved shoulders with a smoother alignment and accommodation for future expansion to a 5-lane roadway. Benefits include reduction in travel delays, enhanced economic development opportunities and improved transportation system linkages in the Upper Cumberland region of Tennessee.
 
 
Project Name: $185,000 for the Cumberland County Sheriff’s Office - Full Body Scanner for Detention Center
Request Amount: $185,000

Explanation of Request: The project is an appropriate use of taxpayer funds because the technology of the full body scanner will greatly increase the safety and security of the detention facility.   
 
 
Project Name: Gallatin Police Department Vehicle Acquisition Project

Explanation of Request: The project is an appropriate use of taxpayer funds because having new police trucks will improve officer safety and help cut down on maintenance costs for the Gallatin Police Department.
 
 
Project Name: Enhanced Investigations through Interoperable Command and Advanced Forensics Equipment and Technology
Request Amount: $255,895
Intended Recipient: Putnam County Sheriff’s Office

Explanation of Request: The project is an appropriate use of taxpayer funds because acquiring advanced forensic equipment and technology will help the Putnam County Sheriff’s Office investigate crimes in a more efficient and timely manner.
 
 
Project Name: Lebanon Police Department Enhanced Safety, Service & Accountability Project
Request Amount: $721,456.64
Intended Recipient: Lebanon Police Department

Explanation of Request: The project is an appropriate use of taxpayer funds because having a wider camera angle, having the officers body camera sync with the dash camera and other officers’ cameras on the same system, and having a higher resolution that will permit for the zooming of camera angels or screenshots will present a clearer picture of an event to help improve our criminal justice system. By acquiring multi-band radios for their field supervisors, the Lebanon Police Department will also be able to streamline communications during crisis situations.

Project Name: Road Expansion
Request Amount: $4,000,000 to the City of Lebanon for a road expansion.

Explanation of Request: This would be a good use of taxpayer funds because a four-lane roadway would help improve the outflow and inflow of traffic around the Tennessee State Fair, major streets in the City of Lebanon, and Interstate 40.
 
Project Name: Jackson County Fairgrounds Community Building Roof
Request Amount: $40,000 for the purposeof helpingJackson County put a new roof on the Jackson County Fairgrounds Community Building.

Explanation of Request: This would be a good use of taxpayer funding as these funds would be used to help Jackson County put a new roof on the Jackson County Fairgrounds Community Building which was built in 1972.

Explanation of Request: This would be a good use of taxpayer funds because it would help provide the needed space to accommodate the growth in livestock entries now that the Tennessee State Fair is at the James E. Ward Agriculture Center in Lebanon, Tennessee.
 
 
Project Name: Parking Lot Improvements
Request Amount: $1,500,000 to the Tennessee State Fair Association for parking lot improvements

Explanation of Request: This would be a good use of taxpayer funds because the funding would be used for tree and rock outcrop removal, new roads cut and paved, grounds graveled, and installing lighting. The improvements will help increase capacity, improve the speed of loading and unloading, and improve public safety.
 
 
Project Name: 4-H/FFA Building
Request Amount: $250,000 to the Tennessee State Fair Association for a livestock facility

Explanation of Request: This would be a good use of taxpayer funds because the addition of the Tennessee State Fair in this area presents challenges with the James E. Ward Agriculture Center infrastructure including the need for additional buildings. To support Tennessee youth, a building is being erected to house 4-H/FFA educational exhibits. Funds from this appropriation will finish this building for these much-needed youth programs. This will be used year-round.
 
 
Project Name: Main Street and Downtown Business District Resurfacing
Request Amount: $2,000,000 to the City of Watertown for road resurfacing

Explanation of Request: This would be a good use of taxpayer funds because it would improve the usefulness of Watertown’s roads which have not been resurfaced in nearly 25 years. The request would fund approximately two miles of road.
 
 
Project Name: Tennessee Technological University Parking Garage
Request Amount: $5,000,000 to Tennessee Technological University for the construction of a parking garage.

Request Amount: $800,000 for the purpose of obtaining high-quality STEM programming items to put in lending library satellite hubs and the Oakley STEM Center’s STEMobile.

Explanation of Request: This would be a good use of taxpayer funding as it would help provide high-quality STEM programming items. Each satellite hub will contain STEM programming items that can be leased free-of-charge by both classroom and homeschool teachers to supplement STEM instruction. The STEMobile is a 53’ state-of-the-art mobile laboratory with educational lessons and materials on topics such as wind power, solar energy, water security and sustainability, chemical reactions, fluid dynamics, heat transfer, mechatronics, erosion control, and more.
 
 
Project Name: Nuclear Engineering Degree Program at Tennessee Technological University 
Request Amount: $3,000,000 to Tennessee Technological University for the purpose of obtaining equipment to start a nuclear engineering degree program.

Explanation of Request: This project is a good use of taxpayer funds as it would allow Tennessee Technological University to buy new equipment to reboot their Department of Nuclear Engineering program in order to provide undergraduate and eventually graduate education for students interested in working in the nuclear industry and developing new nuclear technologies for the benefit of society and the environment.
 
 
Project Name: Cumberland University School of Nursing Capital Equipment Expansion Request
Request Amount: $1,500,000 to Cumberland University for the purpose of obtaining equipment to help expand capacity of the Jeanette Rudy School of Nursing.

Explanation of Request: This project is a good use of taxpayer funds because this funding would be used to help increase the number of nurses in our community. Cumberland University is expanding their school of nursing program to recruit additional nursing students from 200 to 400 in the next three years. To accommodate this growing nursing program, Cumberland renovated a state-of-the-art facility that will offer three additional labs and one more classroom. With these new renovations, Cumberland University seeks funding for the capital equipment to populate these labs, so their nursing students continue to receive the highest quality education possible.

Explanation of Request: The funding would be used to provide healthcare services to a rural, underserved county which lost its hospital in 2019. This funding will help provide residents access to an emergency room and primary care services. The hospital closures this rural community was forced to endure has left a tremendous healthcare and economic void. Without ER capability, patients must drive 45 mins to an hour to the nearest hospital.
 
 
Project Name: Tennessee Technological University Agriculture Science Center and Greenhouse Complex

Explanation of Request: The funding would be used to build a 10-acre Greenhouse Complex that will consist of 10 (25’ x 25’) greenhouses that will allow students and local farmers to learn the cutting-edge technology in farming.  The proposed facility would have a dramatic effect on the education of TTU students and youth groups in the Upper Cumberland region and beyond. The 10-acre greenhouse complex will demonstrate cutting edge technology that is affordable at a small scale but also scalable. This will allow farmers in the 14 county Upper Cumberland region and TTU students the opportunity to learn different methods for producing greenhouse fruits and vegetables. Further, food product resulting from this educational experience will go to non-profits that serve those in need in the community. The estimated value of the product may very well be in the $20,000 to $30,000 range.
