U.S. Rep. John Rose Votes “No” on Ukraine Supplemental Appropriations and Continuing Resolution
Washington, DC—Today, U.S. Rep. John Rose voted “No” on H.R. 6833, the Continuing Appropriations and Ukraine Supplemental Appropriations Act, 2023.
The continuing resolution funds the federal government through December 16th, 2022 at Fiscal Year 2022 levels and includes $12.3 billion in new deficit spending to assist Ukraine. Although Congressman Rose believes the United States should support Ukraine as it defends its sovereignty from illegal Russian aggression, he believes it should be fully funded without taking on more debt. Rep. Rose submitted an amendment to the continuing resolution to pay for the Ukraine funding by repealing a provision in the so-called Inflation Reduction Act that would have increased funding of the Internal Revenue Service (IRS) in order to hire 87,000 new IRS agents to target the middle class. The amendment was not agreed on by the House Rules Committee.

“We shouldn’t be forcing future Tennesseans to pay for the decisions we make today. If Congress and the American people want to help Ukraine, which I support, we ought to find a way to pay for it instead of putting it off for future generations to figure out.”
Background: The Fiscal Year begins on October 1st and runs until September 30th of every year. On March 9th, 2022, Congress passed an overdue omnibus spending bill to fund the federal government through Fiscal Year 2022, which ends on Friday, September 30th, 2022. The continuing resolution that passed the House today will fund federal agencies at those same levels through December 16th, 2022 with the hopes that Congress can pass a new Fiscal Year 2023 appropriations bill by then.
