The legislation would modify the scope of judicial review of federal agency actions and allow courts to determine the constitutionality of an agency action, including whether it was made within their statutory authority.
Washington, DC—U.S. Representative John Rose (TN-06) took to the House Floor Wednesday to express support for H.R. 277, the REINS Act of 2023, which would require Congress to approve any major rules made by a federal agency. A major rule is defined as having an annual effect on the economy of $100 million or more, causing a major increase in costs for consumers, or including significant adverse impact on competition, employment, productivity, or innovation.
